Minutes of Inaugural Residents’ Meeting on 16.07.2005

Meeting called to order at 10am by Pro-Tem Chairman, Mr. Gary Ng.

 

Residents were introduced to the Pro-Tem Registrar, Mr. Daryl Lau. Mr. Daryl Lau is also the Forum Administrator of the Belimbing Heights Residents’ Forum Homepage.

 

The following issues were discussed and the residents agreed to the following:-

Water Quality

Presence of strong chlorine smell at certain times;

 

Sediments

Residents’ Committee (RC) will check with Kondoservis Sdn Bhd (KSB) and Belimbing Hills Sdn Bhd (BHSB) the source of the chlorine smell and function of DCW Room next to KSB office at ground floor Yarra.

 

RC will also get KSB to obtain quotation for a main filter to be located at the main pipe near the guardhouse.

 

The quotation will be presented to residents for further discussion whether to install the same.

 

Usage of Common Facilities

Car wash bay :

 

Taps vandalised and changed 5 times;

 

residents using pliers and other means to turn on the tap;

 

one car wash bay not enough to accommodate residents;

 

residents washing their vehicles at car park (Hatten) and waste disposal area

 

 

RC will suggest KSB and BHSB to increase car wash bays and to explore with KSB on the type of tap head to be used

 

In the meantime, residents are requested to strictly wash their vehicles at the car wash bay only and obtain the tap head key from the guardhouse.

Gymnasium

Gymnasium equipment found damaged

 

RC will request KSB to implement the following rule of usage:-

 

Upon returning the key to the gymnasium room, the guards will accompany the residents to verify that the gymnasium equipment is in good working order.

 

 

Lifts

Lift on the left hand side at Hatten has uneven flooring.

 

RC will get KSB and BHSB to rectify the same.

 

 

Swimming Pool

Swimming beyond permitted hours (after 10pm);

 

Children found swimming without adult supervision;

 

Swimming without proper swimming attire eg. t-shirts, shorts, etc.;

 

Incidence of outsiders using the swimming pool or more than 4 guests of residents using the pool

 

Swimming pool users found smoking, drinking beer or eating around the pool area

 

Playing games in the pool (eg. diving, water polo)

 

Shower facility vandalised

 

RC will get KSB to strictly enforce the House Rules pertaining to the use of the swimming pool.

 

Guards given full mandate to enforce the House Rules.

 

RC will discuss with KSB on having a security guard to monitor pool usage including registering all swimming pool users.

 

Residents are urged to strictly abide by the House Rules on swimming pool usage.

 

Residents are urged to report to the guards on seeing any user not abiding by the House Rules.

 

Report of Damage to Common Areas

 

Fire Door at Hatten Carpark (2nd Floor) vandalised

 

Cracks noticed at side wall of Hatten Carpark

 

RC will get KSB and BHSB to look into the reported damage/s and rectify the same

RC will get KSB and BHSB to look into the reported damage/s and rectify the same

Miscellaneous matters

Waste disposal

Some residents do not dispose off their household waste at the designated waste disposal area. Rather, waste is disposed at the bins placed outside the lift landing.

 

Cigarette butts, paper, “hair”, rambutan skins etc, thrown out windows and balconies and ending up in other residents’ window ledge or balconies

 

 

RC will get KSB to put up Notices reminding residents to observe basic cleanliness.

 

Residents are urged to be considerate to their neighbours.

 

Hanging of Laundry

Residents handing their laundry over the balcony where it is visible from below.

 

 

 

 

Residents are allowed to hang their laundry within their balconies provided it is not visible from below.

 

RC will get KSB to monitor

 

 

Washing the balcony

The lower units face problems of water spilling onto their balcony when the upper units wash their balcony. Sometimes this will dirty their laundry.

 

 

 

RC will get KSB and BHSB to find ways to solve this problem.

 

Meanwhile, residents are urged to exercise discretion and try to wash balconies only when it is raining or evenings.

Miscellaneous matters (cont.)

Advertising board

Some residents still place advertising boards at their units despite it being prohibited by the House Rules

 

RC will get KSB to strictly enforce “no advertising” rule.

 

Residents with advertising boards at their units are urged to remove them immediately.

 

Security

Guards are not consistent with their security verification procedures (sometimes strict, sometimes lenient)

 

Intercom facility not utilised despite it being a service as stipulated in the Sale & Purchase Agreement

 

Salesman, Surveyors or other non-visitors entering the premises

 

Guards sometimes take a long time to verify visitor’s details and thus, blocking easy entrance for residents

 

Residents’ Card system not implemented

RC will get KSB to use intercom facility

 

RC will get KSB to ensure that guards apply uniform security verification procedures to all visitors

 

RC will ask KSB to inform guards to move visitors’ vehicles to one side to allow residents to enter first (so as to ensure smooth flow of traffic) and conduct verification process after that.

 

RC will get KSB to implement Residents’ Card system (for residents who enter BH without vehicles).

Indiscriminate parking at non-designated car parking area eg, foyer to Yarra / Hatten

 

Vandalism of residents’ car

 

Residents parking at visitor’s carpark

 

Cars parked outside the guardhouse blocking view of vehicles coming in and out of Belimbing Heights

RC will get KSB to implement “clamping” for cars which are not parked at designated car park lots.

 

Vehicles parked at non-designated car parking area will be clamped and towed out of BH.

 

Owners of cars which have been clamped will have to pay a fine of RM50.00 to remove the clamp.

Car Parking (cont.)

Cars not parked in a proper manner and encroaching into other resident’s car park lot

RC will get KSB to implement “rental” system for vacant car parking lots so that residents with second / third car can use the vacant lots with permission from KSB and owner of vacant lots. A different coloured sticker will be issued together with access card. An announcement of the implementation of this system will be made once the administrative matters are sorted out.

 

Residents are urged not to park their car along the left hand side of the road leading into Belimbing Heights (cones have been placed) so as to ensure unobstructed view and better traffic flow.

 

Visitors’ carpark is solely for visitors’ use. Residents found parking their vehicles there will be liable to have their vehicles clamped and towed away.

 

Residents’ car without car sticker and access card will be prohibited from entering Belimbing Heights as some residents have been found to have asked for visitor’s pass despite having a car sticker and abusing the car parking system.

 

Residents are urged to park their vehicles at their designated lots in a proper manner so as not to inconvenient others.

The Issues, Complaints and Action/s to take were duly endorsed and supported by the unanimous or majority decision of the residents who attended the meeting.

 

Following the above, the Pro-Tem Chairman invited residents to volunteer to serve in the Residents’ Committee to which an encouraging response was shown. The Residents’ Committee was approved by the residents present and their names will appear in a separate notice.

 

The meeting ended at 11.45am with thank you and appreciation to all who attended and helped make the meeting a success.
